Climate negotiators, finance ministries, and development banks gathered in Bangkok for the Xingu Finance Talks on October 11 and October 13, 2026. Down To Earth reported that participants discussed aligning global financial flows with international climate goals. The discussions occurred on the sidelines of the International Monetary Fund and World Bank Annual Meetings in the capital city of Thailand. [1][2][5]

According to Down To Earth, the meetings focused on expanding fiscal space for climate investments and lowering the cost of capital. Delegates also discussed using guarantees and risk-sharing mechanisms to mobilise finance for developing countries. However, developing nations and civil society groups cautioned that private finance, debt swaps, and financial guarantees cannot replace the legal obligations of developed countries to provide climate finance under Article 9 of the Paris Agreement. [1]

The United Nations Framework Convention on Climate Change establishes that all countries share responsibility for addressing climate change while expecting developed nations to lead due to their higher historical emissions. As FTMQ Climate reported earlier, delegates from 191 nations attended the broader IMF and World Bank meetings in Bangkok. During the event, the Kuwait Fund for Arab Economic Development and the Green Climate Fund signed a memorandum of understanding on October 13, 2026, to cooperate on climate projects in developing countries. [3][5][6]

Bangkok is the capital and largest city of Thailand, serving as the country's central engine for commerce, finance, and national governance. The city occupies 1,568.7 square kilometres in the Chao Phraya River delta and hosted the gathering as part of ongoing international dialogue leading up to the COP31 summit. [1][2][4]
