The United States International Trade Commission has issued a final affirmative injury determination regarding crystalline silicon photovoltaic cells imported from India, Indonesia, and Laos. PV Magazine, Utility Dive, Solar Power World, MLex, and TaiyangNews reported that the trade commission concluded imports of those solar components, whether or not assembled into modules, are causing harm to the domestic manufacturing industry. PV Magazine Global also reported the finding. [1][2][3][4][5][6]
The decision clears the final legal obstacle for the United States Department of Commerce to issue and finalize federal antidumping and countervailing duty orders. PV Magazine, Utility Dive, and Solar Power World reported that these trade orders will secure tariff enforcement on components imported from the three targeted nations, with duties set to begin in November. [1][2][4]
The finding follows earlier determinations by the Department of Commerce and the trade commission regarding subsidies and dumping. According to Utility Dive, the investigation builds on a 2023 finding that solar manufacturers used operations in Malaysia, Thailand, Cambodia, and Vietnam to evade tariffs on Chinese components. In 2025, the Department of Commerce established subsidy rates in that proceeding that reached up to 3,403.96 per cent for four Cambodian solar exporters. [1][2]
The targeted countries include major Asian solar markets and manufacturing hubs. By September 2026, installed solar power capacity in India reached 171.05 gigawatts, making it the third-largest producer of solar power globally behind China and the United States. Indonesia and Laos are members of the Association of Southeast Asian Nations, an 11-state intergovernmental forum focused on regional economic development. [7][8][9]
