Gas turbine shortages reshape thermal power plant construction strategies
Gas turbines are sold out into 2029, forcing plant developers to purchase powertrain equipment earlier and shift away from traditional wrapped execution models.

Gas turbine manufacturing slots are sold out into 2029 or later, altering the order of thermal power plant development. Power Engineering reported that power project developers are now committing capital early to secure turbine slots. James Brown, vice president of power operations at Fluor, stated that equipment availability is reshaping project delivery timelines. [1]
Under traditional wrapped contract models, project owners usually picked an engineering, procurement, and construction firm to buy major equipment as part of a single integrated plan. Power Engineering reported that owners are now buying powertrain equipment directly before establishing a general project structure. This shift means owners are absorbing integration risks that were previously managed under single prime contracts. [1]
The changing execution strategies will be presented at the POWERGEN 2027 conference in Salt Lake City in January 2027. According to Power Engineering and EnergyNow, the event will address how market constraints impact generation plant delivery. Brown is scheduled to present a session titled Decoupling the Powertrain: Evolving Execution Models in a Constrained Generation Market. [1][3]
In short
- Gas turbine manufacturing slots are sold out into 2029 or later.
- Project owners are purchasing powertrain equipment early and taking on integration risks.
- POWERGEN 2027 will take place in Salt Lake City in January 2027.
